    European Union Advances Satellite Infrastructure with New IRIS2 Constellation Expansion Contract

    BRUSSELS / RankWire.AI / – The European space sector continues to strengthen its orbital communication capabilities as authorities announced a significant upgrade to the EU’s core satellite network. Following extensive international negotiations held over several months in Brussels, the European Commission officially confirmed the signing of a contract to broaden IRIS2 satellite constellation through a formal implementation agreement with the SpaceRISE industrial consortium. This signing marks the culmination of detailed technical and financial negotiations that began in January 2026, transitioning the Infrastructure for Resilience, Interconnectivity and Security by Satellite program from planning to large-scale industrial deployment.

    According to the new agreement, the primary satellite network will expand from 282 planned units to 348 operational spacecraft. The upgraded architecture will incorporate 330 satellites in higher low Earth orbit alongside 18 in medium Earth orbit, with additional orbital slots reserved for specialized mission purposes. The agreement specifies clear timelines for satellite manufacturing, launch arrangements, secure ground segment development, and operational connectivity services. The initial satellite launches are scheduled for 2029, which will enable participating member states to benefit from early sovereign connectivity soon afterward.

    This decision to enlarge the satellite constellation responds directly to the increasing security needs and shifting defense operational demands across Europe. The revised design involves technical upgrades to the baseline satellite hardware, as well as the integration of an extra 66 low Earth orbit spacecraft dedicated to defense agencies, national security, and emergency response teams. Technical evaluations suggest that this expansion will enhance secure governmental communications by 60 percent within EU territory and by 54 percent worldwide, bolstering regional response capabilities during complex emergencies and critical infrastructure crises.

    EU Commission Moves Forward with Contract to Grow IRIS2 Satellite Network

    The SpaceRISE consortium, which manages the program’s main development and 12-year operational concessions, includes leading European satellite operators such as SES, Eutelsat, and Hispasat. Public sector involvement is closely coordinated with the European Space Agency, which offers engineering assistance and launch management. The manufacturing process involves a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, as well as telecom providers Orange and Deutsche Telekom.

    Funding for this expanded infrastructure is structured as a public-private partnership, combining contributions from the European Union budget, national governments, and private sector investments from consortium operators. Several member states have already begun formalizing their financial commitments, aiming to support long-term deployment from 2028 through 2034. National records show Poland allocated 656 million euros, Hungary contributed 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros, with additional funding negotiations ongoing.

    Enhanced Technical Features Result in a Sixty Percent Increase in Secure Government Communications

    The extended communication system will also serve non-EU countries, including Norway and Iceland, under separate agreements. As the third major space initiative of the European Union, after Galileo and Copernicus, IRIS2 aims to deliver high-performance, tamper-proof communications for public agencies and bridge digital divides in remote regions. The network will employ military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure against cyber threats and physical disruptions.

    Once manufacturing ramps up at European industrial sites, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital testing. The signing of this agreement ensures that the EU is committed to expanding IRIS2’s satellite constellation to achieve long-term strategic independence, creating a resilient, European-owned space asset capable of supporting civil protection, defense activities, and commercial digital services well into the future.
